update: Two commentors think this is nothing more than efflorescence, the leaching of minerals ("salts") to the surface of the brick. This is most likely harmless, but it could mean the presence of moisture somewhere that it's not supposed to be.
I hate to think there might be something else wrong with the Power and Light District. Yet the bricks on some of the Power and Light Buildings on Main appear to be accumulating or leaching something white and powdery. If anyone has any theories about what might be wrong with this masonry, please post it in a comment.

Effloresence?
Yes... that's what it looks like to me. Minerals leaching out through the brick. May not be anything but a cosmetic problem... but sometimes indicates a presence of moisture where you might not want it.
And that is the sum total of my brick knowledge.
